Felon Tied to Robbery Series in San Fernando Valley

The earlier release incorrectly referred to Gonzalez as an “early release” under the AB 109 PRCS program.  The updated release will more accurately characterize Gonzalez’ release under the terms of the AB 109 bill. 


Los Angeles:  Francisco Gonzalez, Jr., 39, was arrested Tuesday night, July 24, 2012, after leading LAPD officers on a short pursuit in a stolen vehicle.  That stolen Ford Fusion was taken from a store clerk during the robbery of a Metro PCS store in Panorama City, earlier that same night.

“This was not Gonzalez’s first pursuit, first robbery, nor first brush with the law,” said Lt. Paul Vernon, commanding officer of the Mission Detective Division.  And since this arrest, we have tied Gonzalez to five other recent store robberies across the San Fernando Valley.”

Witnesses in six recent robberies including a; Radio Shack, a Mexican restaurant, a recycling business, appliance repair shop, and two Metro PCS stores have picked Gonzalez out of photo line-ups for two of the robberies in Reseda and Mission Hills.  Gonzalez’s loot was cash and cell phones.

Gonzales was released from prison under the Post Release Community Supervision program (PRCS) in February of this year.  He qualified for PRCS based on the 2008 non-violent conviction for taking police on a pursuit in 2008.  The weapon violation in the case was dismissed as part of the plea negotiation.  An 8-count, 13-year sentence in 1999 for robbery was not considered in his qualification into the PRCS program.

Gonzalez had contact earlier this month with LAPD on July 4th for altering his car registration and with CHP on July 12th in Newhall for disorderly conduct.

“So the community got a career robber released under toothless parole conditions,” Lt. Vernon said.  “And just as the leopard does not change his spots, Gonzalez went right back to his MO, robbing and evading police.”

The area policed by the Mission Area Police Station has seen 146 convicts released into the area this year.  Twenty of those convicts have been arrested at least one time, for a total of 32 arrests.  Only two of the 20 persons have had their probation violated with a 10-day, flash incarceration.

Fatal Hit and Run Traffic Collision in Panorama City

Los Angeles:  The LAPD Valley Traffic Division Detectives are asking for the public’s help with providing information about a hit-and-run that occurred in Panorama City.

On Saturday July 28, 2012, around 8:30 p.m., LAPD Valley Traffic officers received a call of a traffic collision in the area of Parthenia Street and Orion Avenue.  When the officers arrived, they discovered a man on the ground who was suffering from injuries. Los Angeles Fire Department rescue personnel responded and transported the victim to a local hospital where he was pronounced dead.

Detectives believe that a man driving a possible Chevrolet white pick-up truck with orange racing stripes was traveling eastbound on Parthenia Street across Orion Avenue when he collided with a pedestrian crossing southbound in the east crosswalk. The driver failed to stop, identify himself or render aid. The pedestrian has been identified as a 36-year-old male resident of Panorama City. Notification to next of kin is pending.

The suspect is described as a 20 to 35-year-old Hispanic male. He is bald and heavyset. Due to the collision the car may have sustained major front-end damage and a broken windshield toward the passenger side.  The investigation is ongoing,

LAPD Needs Your help

Los Angeles:   The LAPD has found an elderly adult and needs help to find a family member or guardian.

On July 29, 2012, 75-Year-old Kim Keo was found outside of a church in the 4400 block of Wilshire Boulevard.  She appeared to be disoriented and it was difficult for helpful citizens to establish where she lived. 

LAPD Wilshire Area police officers were called to the church.  When officers arrived they were unable to gather information as to where Keo lived.  Keo was taken to a nearby hospital where she is currently being treated.

Keo is a 75-year-old female Asian, she has dark hair and brown eyes.

Panorama City Double-murder Suspect Arrested

Los Angeles:  Two LAPD patrol officers, answering a radio call about a car burglary in Panorama early Saturday morning, realized they had a double murder suspect in their grasp.  Detectives issued a want on Edwin Lugo earlier in the week after serving three search warrants on July 24th in connection with a double homicide on June 2, 2012.

Lugo, 19, is suspected of killing two men in a Panorama City apartment on June 2, 2012.

“We served search warrants at Lugo’s mother’s home, his father’s home, and the home of a female acquaintance,” said Lt. Paul Vernon, who heads up detectives at LAPD’s Mission Detective Division.  “We found some evidence and the girlfriend, whom we arrested for an unrelated charge of intimidating a witness.”

As a result of the search warrants, detectives developed information that pointed to Lugo as a principle in the shooting deaths of 35-year-old Mario Martinez and 26-year-old Jaime Polino, whose bodies were found inside Martinez’s Brimfield Avenue apartment.

Lugo was detained with another man around 2:40 a.m. on Saturday morning after police received a report of two suspicious men lurking around a black car.  “The two officers didn’t find the black car, but noticed two men making furtive movements in a white car,” Lt. Vernon explained.  The officers detained the men and realized they had a very important suspect.

Lugo was booked for murder at the Van Nuys jail and his bail was set at $1 million.

This arrest highlights the results of heads-up police work by some very astute patrol officers.  The officers who were briefed on the information about the double homicide quickly realized that the would-be burglar was in-fact, a prime suspect wanted in connection with the heinous murders last month.

Fight over Woman in L.A. leads to Murder

Los Angeles: Hollenbeck Homicide Detectives are investigating the stabbing death in Boyle Heights.

On July 28, 2012, around 11:45 p.m., LAPD Hollenbeck patrol officers responded to a radio call of a stabbing in the 2900 block of The Mall within an apartment complex.  Upon arrival, officers found an unconscious male Hispanic on the ground with multiple stab wounds to his body. LAFD Rescue personnel responded and treated the victim at the scene.  The victim failed to respond and was pronounced dead at the scene. The victim was identified as 40-year-old Bernardo Lopez.

Detectives’ preliminary investigation revealed that the victim, who formerly dated the suspect's current girlfriend, arrived unannounced and an argument ensued. The argument escalated into a physical altercation and Lopez being stabbed.  The suspect, 48-year-old Daniel Arce was detained at the scene and was questioned by homicide detectives. A knife, believed to be the murder weapon, was recovered from bushes near the body.  Arce was later booked at LAPD Metro Detention Center for murder and held on $1 million bail.

Catholic schools see marketing aid enrollment

LOS ANGELES (AP) - After 97 years, Our Lady of Lourdes School was closing - enrollment had dwindled to just 35 children last year at what was once one of the West Coast's biggest Catholic schools.
But with a new principal who knocked on doors, offered X Box video game consoles to kids who brought in a friend, and recruited families who lost their bid in a charter school lottery, the East Los Angeles school stayed open - 132 pupils are registered for this fall.
Call it educational evangelism. Roman Catholic schools are seeing years of marketing efforts starting to pay off in spite of tough competition from charter schools and the lingering effects of a devastating recession.
After seeing years of relentless enrollment decline, several key dioceses across the nation saw students trickle back to their schools over the past year. They say it comes down to a cultural change in Catholic education that has taken a while to implement but is finally taking root.
"If we want to continue to survive, we have to think like a business," said Domenico Pilato, who heads the Archdiocese of Los Angeles' school marketing project.
Nationally, Catholic school enrollment is still waning - closing 167 schools and losing 34,000 pupils over the past year. But educators say the number of schools with waiting lists increased by 171 and 34 schools opened.
The archdioceses of Los Angeles, Boston and Chicago, which have all employed aggressive marketing programs, have seen student upticks, offering hope the exodus can be turned around on a larger scale.
In Los Angeles, where enrollment had plummeted by more than 2,000 students a year for the past decade, elementary enrollment increased by 300 students last year. In Boston, the decline slowed to a 20-year low of 1 percent. Chicago, the nation's largest diocesan school system, saw city elementary enrollment increase by 8 percent.
Smaller dioceses also report gains. In Lafayette, Ind., where two schools closed in 2009, 300 new kids enrolled and plans are afoot to open an elementary school. Bridgeport, Conn., reported a 5 percent enrollment jump.
"Catholic schools are beginning to market and promote themselves," said Shane Martin, dean of education at Loyola Marymount University. "It's really about getting the word out about this option. People don't know much about it."
Schools realized the need to start marketing more aggressively some years ago, but it's been a slow shift in a conservative environment that historically never had to advertise itself.
In Los Angeles, some high school principals reluctant to take on marketing duties had to be replaced, said Monsignor Sabato Pilato, superintendent of high schools, who is Domenico's brother.
"Something different had to happen," the monsignor said.
Margaret Dames, superintendent of Bridgeport's Catholic schools, said she went through a personal learning curve. "I wasn't used to marketing," she said. "We're getting better at it."
It's a far cry from the 1960s when Catholic families flocked to parochial schools staffed mainly by priests and nuns, who earned a pittance and were renowned for wielding rulers to rap knuckles and check skirt length. Catholic school enrollment hit a high of 5.2 million in 13,000 schools during that decade.
These days, enrollment stands around 2 million in 6,800 schools that cost more to run. With religious vocations attracting few entrants, lay teachers staff 97 percent of classrooms and schools must cope with payroll, pensions and health insurance.
In more recent years, charter schools, which are autonomous publicly funded schools, have also siphoned off students in urban neighborhoods where Catholic schools once catered to European immigrants and then carved out a niche with minority pupils. Some charters even adopt uniforms resembling parochial plaids.
The rise of charters, in turn, has caused public schools to get more competitive with specialties such as magnets, small learning communities, performing arts and language programs.
"Charter schools have affected traditional public schools and private schools, particularly Catholic schools," Martin said. "There's more competition and choice than ever before."
Sister Mary Paul McCaughey, schools superintendent of the Archdiocese of Chicago, pointed to charters' main advantage over her schools: "The attraction is clearly the freebie."
Catholic school tuition averages $3,700 for elementary grades, and $8,100 for secondary, although many students receive financial aid and fees only pay for about 75 percent of costs. The tab is rounded out by the church and donations.
But Catholic educators say their philosophy of coupling solid academics with moral values yields superior results: 99 percent of students graduate and 85 percent go to college, according to the National Catholic Educational Association. The challenge has been touting those accomplishments in a tradition that values humility.
"Catholic schools have been reluctant to tell their story. It seems like boasting," said Karen Ristau, association president. "We're not particularly boasters."
That's changing. Schools have formed volunteer marketing committees, with some like Chicago and Bridgeport paying $2,500 stipends to parents who take on formal duties.
Los Angeles has one of the more sophisticated programs, which Pilato launched at the behest of his brother, who became alarmed when secondary enrollment sagged by 750 students in 2008.
Domenico Pilato, who had worked in city government outreach projects, organized each archdiocese high school to appoint a parent volunteer team to develop a marketing plan and taught them how to do it.
Now, those schools are required to employ a fulltime marketing director, employees undergo training in everything from social media to customer service, and the initiative has expanded to elementary schools.
Schools sponsor socials with preschool directors, real estate agents, and Spanish-speaking parents, and partner with youth organizations like the Boys & Girls Club and Little Leagues to host events. Kids in catechism classes get a spring break camp at a Catholic school, while parents who bring babies for baptism get a flood of information.
To compete academically, schools offer new programs with iPads, Mandarin Chinese and even a film and media school in Hollywood, as well as a 200-day school year. Most public schools have 180 days
"This is the first year we have not closed a school," said Kevin Baxter, Archodiocese of Los Angeles elementary superintendent. "People are seeing the value."
Still, schools in other places are struggling. In San Diego, where two schools have closed in as many years, Our Lady's School hovers on the brink. The school has 273 pre K-8 students, but most are low-income and cannot pay full tuition.
School President Noel Bishop tried coupons on the back of supermarket receipts. A teacher wore a sandwich-board to advertise an open house. The Virgin of Guadalupe was even incorporated in the school logo to appeal to Mexican-Americans. But the efforts, plus donations and a diocese emergency loan, have not closed the gap.
"We're trying to be forward thinking but we've seen a lot of families lose their jobs," he said.
At Our Lady of Lourdes in East Los Angeles, which back in the 1940s schooled 1,000 pupils, Principal Cori Marasco's latest hook to reel in more pre K-8 students is turning an auditorium into an indoor basketball court, paid for by foundation donations. It's part of her plan to make the school a community center in the impoverished, gang-plagued neighborhood.
"The park is known for drive-by shootings so kids don't have a place to go," she said. "They can come here - and enroll in school, too."

Suspect Arrested in Case of Fatal Shooting

Los Angeles:  Twelve hours after the fatal shooting of a 33-year-old man at an Arleta shopping mall, LAPD detectives arrested one of the key suspects, Geraldo Romero Lopez, 23, of Arelta.  Another man and a woman are also implicated in the July 24th shooting on Van Nuys Boulevard.

“The detectives worked through the night combing over key evidence that linked Lopez to the shooting,” said Lt. Paul Vernon.  “Turns out, Lopez lived just a couple blocks down the street from the crime scene.”

Overnight, detectives got a search warrant for Lopez’s residence in the 9000 block of Arleta Avenue, as well as a warrant for Lopez’s arrest.  While detectives were setting up on the house, Lopez came out with a female companion about 8 AM this morning.  Both were detained and the house was searched.

Lopez was the suspect, described by witnesses, as having distinct tattoos of a “P” on his head and “Pacoima” on his lip.

Detectives also seized a black Toyota, which had been described last night as a Nissan, and the getaway car that hit other cars following the shooting.  Collision damage on the Toyota was consistent with the damage left on other cars at the crime scene.  “Amazingly, Lopez’s mother and brother were stopped driving that Toyota from the house this morning toward a body shop to repair the damage,” explained Lt. Vernon.

Police are still looking for another Hispanic man who was present at the time of the shooting.  That suspect is a male Hispanic, in his 30s, and was wearing a small fedora hat.   Detectives will question the woman stopped with Lopez this morning to determine if she was the same woman also present at the time of the shooting.

Lopez had been on parole for robbery, but the parole had recently ended.  Lopez will be booked for murder at the LAPD Mission Police Station.  His bail had not been determined.

Drug-related Fatal Shooting in Sylmar

Los Angeles.  LAPD detectives are asking the public’s help in providing any clues related to a fatal shooting that occurred at 15808 Roxford Street around 2:45 p.m. this afternoon, July 25, 2012, where a 25-year-old Hispanic man was shot.

“It appears this was either a drug-deal-gone-bad, or a drug rip-off,” said Lt. Paul Vernon, commanding officer of the Mission Detective Division.  “There is history at this house for drug trafficking and home-invasion robberies.  Unfortunately today, one person died.”

About one year ago, police investigated a home invasion robbery at the property where drugs and money were the apparent motive behind the crime.

Today, witnesses reported seeing three men in a silver Mercedes Benz stop at the driveway in front of the house, which has two large entry gates guarding the driveway.  Other witnesses heard gunfire and saw a man stagger from the property, then collapse a few hundred feet away on Telfair Avenue.  The Mercedes sped away quickly after the gunfire.  That man was a resident at the property, which included a duplex and several horse stables.

Paramedics took the man to Holy Cross Hospital where he later died.

Police quickly searched the property for more victims or hiding suspects, then backed out pending a search warrant.  “Officers saw two bricks of cocaine sitting in plain sight on a trunk in one of the stables,” Lt. Vernon explained.  “That was enough to explain what was going on here, especially with the prior history at the house.”

Police detained several other residents of the property for questioning on the shooting and other goings-on at the property.  Once a search warrant is in hand, detectives will carefully search the property for evidence of the shooting, guns, and more narcotics.

“In addition to the usual criminal investigation in these cases, we will also pursue other avenues to mitigate this problem location,” Lt. Vernon said.  “There were kids’ toys and clothes in the yard, and the buildings did not look like they were constructed by code, so this might give the county and the city a way to intervene with social workers to protect the children and perhaps abate the property so we can eliminate this nuisance once and for all.  If this is a rental, the landlord can be held accountable to make changes.”

Coast Guard marks a 50-ton milestone with pot bust off Los Angeles

SAN PEDRO, Calif. (KYTX) – San Francisco-based Coast Guard Cutter Aspen seized approximately 8,500 pounds of marijuana from a vessel Wednesday some 160 miles west of Los Angeles. The event marks a 50-ton milestone for waterborne marijuana seizures in Southern California and the Pacific Southwest border region this fiscal year.
Fifty tons of pot has an estimated value of $90.7 million. Contraband seized in Wednesday's bust, more than 340 bales, is worth about $7.7 million.
Law enforcement authorities have seen an increase in waterborne smuggling of illicit drugs, as well as illegal immigrants, from the U.S.-Mexico border as far north as Santa Barbara County. Small boats — known as "pangas" — are popular among smugglers for moving multi-ton loads of marijuana and illegal immigrants from Baja California.
"Stopping these drugs from reaching our streets is a great accomplishment, but it's just the tip of the iceberg with respect to the impact on the drug trafficking organizations," said Capt. James Jenkins, commander of Coast Guard Sector Los Angeles/Long Beach. "The money from marijuana trafficking fuels a wider cycle of drug smuggling, crime and violence. We need to do everything possible to stop these destructive, deadly organizations. The more loads we interdict, the less money is available to feed further criminal activity."
The Coast Guard coordinates counter-narcotics patrols and interdiction operations in the region with the U.S. Customs and Border Protection, Immigrations and Customs Enforcement and a number of other federal, state and local agencies. Multi-agency planning, operations, and intelligence groups have been created to get the most out of each available patrol unit. As the flow increases, it becomes more difficult for officials to detect and intercept northbound loads. U.S. officials also coordinate counter-drug efforts in the region with their counterparts in Mexico.
"I'm very proud of the work being done by the Aspen, other interdiction crews from the Coast Guard and all the agencies involved," said Rear Adm. Karl Schultz, 11th Coast Guard District commander. "The public expects the best security and law enforcement effort we can put forth and our people on the front lines deserve the best possible tools to do their jobs."
The 50-ton quantity is the total of 56 seizures of marijuana-laden boats or abandoned loads of drugs since October 1, 2011, and is four times the amount seized in the same area during the entire previous fiscal year.
The Aspen, a 225-foot buoy tender homeported at Yerba Buena Island in San Francisco, services aids-to-navigation from the Oregon-California border down south to San Diego. The ship also handles other Coast Guard missions including pollution response, search and rescue and law enforcement.

Murder in a Convenience Store Parking Lot

Los Angeles:  A man was shot and killed early Tuesday morning while getting into his car after making a purchase inside a convenience store.

On July 24, 2012, around 1:10 a.m., 28-year-old Lamar Green drove to a convenience store located at the corner of Victory Boulevard and Reseda Boulevard with a friend.  Green and his 28-year-old male friend went into the store to make a purchase.  As they were returning to their parked car a 20 to 30-year-old male Hispanic, or Black, walked up from the sidewalk just south of the parking lot and opened fire on Green.  After the shooting the suspect walked away, west on Victory Boulevard.

Green was hit multiple times, but his friend avoided being hit.  Police personnel arrived within minutes and immediately called for Los Angeles Fire Department rescue personnel.  Green was transported to a local hospital, but died a short while after arriving.

The motive for this crime has not been determined although investigators believe that Green was targeted by the suspect.

UCLA Honor Student Missing

Los Angeles:  The family of David John Goeser and the Los Angeles Police Department are asking for the public’s help in locating him.

On July 22, 2012, around 10 a.m., Goeser was last seen by his roommates at his residence in the 1000 Block of Roebling Avenue in West Los Angeles.  When family members had not heard from him in over a week they went to his house to check on him.  They discovered that Goeser was nowhere to be found, but his cell phone, identification, and credit cards were at his home.

Goeser is an honors student at UCLA, majoring in English.  According to family members Goeser is under a doctor’s care and in need of regular medication.  They are extremely concerned for his welfare.

Goeser is a 22-year-old male White, brown hair, brown eyes, 5 feet11 inches tall, and weighs 160 pounds.  He has a thin build and a fair complexion.

Chief Charlie Beck’s Response to Officer Indictments

Los Angeles:  The Los Angeles Police Department holds our officers to the highest standards of integrity and professionalism.  Upon being notified of the allegations against our officers, the LAPD launched an internal investigation.  Both officers were immediately removed from the field and given administrative assignments.   As the internal and criminal investigations progressed, both officers were assigned home pending the outcome of the internal investigation. 

"I am truly saddened by the events that led to the perjury charges pending against two of my officers" said LAPD Chief Charlie Beck. “I do not believe that their intent was evil, just extremely misguided. The character of our organization is defined by the conduct that we condone. These actions were entirely unacceptable."

Pursuant to the internal LAPD investigation, one officer has been fired and the other is facing termination at an administrative hearing.

Suspect Arrested in Case of Fatal Shooting

Los Angeles:  Twelve hours after the fatal shooting of a 33-year-old man at an Arleta shopping mall, LAPD detectives arrested one of the key suspects, Geraldo Romero Lopez, 23, of Arelta.  Another man and a woman are also implicated in the July 24th shooting on Van Nuys Boulevard.

“The detectives worked through the night combing over key evidence that linked Lopez to the shooting,” said Lt. Paul Vernon.  “Turns out, Lopez lived just a couple blocks down the street from the crime scene.”

Overnight, detectives got a search warrant for Lopez’s residence in the 9000 block of Arleta Avenue, as well as a warrant for Lopez’s arrest.  While detectives were setting up on the house, Lopez came out with a female companion about 8 AM this morning.  Both were detained and the house was searched.

Lopez was the suspect, described by witnesses, as having distinct tattoos of a “P” on his head and “Pacoima” on his lip.

Detectives also seized a black Toyota, which had been described last night as a Nissan, and the getaway car that hit other cars following the shooting.  Collision damage on the Toyota was consistent with the damage left on other cars at the crime scene.  “Amazingly, Lopez’s mother and brother were stopped driving that Toyota from the house this morning toward a body shop to repair the damage,” explained Lt. Vernon.

Police are still looking for another Hispanic man who was present at the time of the shooting.  That suspect is a male Hispanic, in his 30s, and was wearing a small fedora hat.   Detectives will question the woman stopped with Lopez this morning to determine if she was the same woman also present at the time of the shooting.

Lopez had been on parole for robbery, but the parole had recently ended.  Lopez will be booked for murder at the LAPD Mission Police Station.  His bail had not been determined.

Drug-related Fatal Shooting in Sylmar

Los Angeles.  LAPD detectives are asking the public’s help in providing any clues related to a fatal shooting that occurred at 15808 Roxford Street around 2:45 p.m. this afternoon, July 25, 2012, where a 25-year-old Hispanic man was shot.

“It appears this was either a drug-deal-gone-bad, or a drug rip-off,” said Lt. Paul Vernon, commanding officer of the Mission Detective Division.  “There is history at this house for drug trafficking and home-invasion robberies.  Unfortunately today, one person died.”

About one year ago, police investigated a home invasion robbery at the property where drugs and money were the apparent motive behind the crime.

Today, witnesses reported seeing three men in a silver Mercedes Benz stop at the driveway in front of the house, which has two large entry gates guarding the driveway.  Other witnesses heard gunfire and saw a man stagger from the property, then collapse a few hundred feet away on Telfair Avenue.  The Mercedes sped away quickly after the gunfire.  That man was a resident at the property, which included a duplex and several horse stables.

Paramedics took the man to Holy Cross Hospital where he later died.

Police quickly searched the property for more victims or hiding suspects, then backed out pending a search warrant.  “Officers saw two bricks of cocaine sitting in plain sight on a trunk in one of the stables,” Lt. Vernon explained.  “That was enough to explain what was going on here, especially with the prior history at the house.”

Police detained several other residents of the property for questioning on the shooting and other goings-on at the property.  Once a search warrant is in hand, detectives will carefully search the property for evidence of the shooting, guns, and more narcotics.

“In addition to the usual criminal investigation in these cases, we will also pursue other avenues to mitigate this problem location,” Lt. Vernon said.  “There were kids’ toys and clothes in the yard, and the buildings did not look like they were constructed by code, so this might give the county and the city a way to intervene with social workers to protect the children and perhaps abate the property so we can eliminate this nuisance once and for all.  If this is a rental, the landlord can be held accountable to make changes.”

Single Car Crash Kills Driver

Los Angeles:  A 43-year-old woman was killed Tuesday afternoon when her car crashed into a concrete bridge abutment.

On July 24, 2012, around 9:40 a.m., Jennifer Denise Jalsevac, a resident of Burbank, was driving a 1989 Mercedes Benz in the 1700 block of North Spring Street.  Her vehicle suddenly ran off of the roadway and collided into the base of a concrete bridge.

Jalsevac sustained major injuries and was transported to a local hospital by Los Angeles Fire Department personnel.  She did not respond to medical treatment and was pronounced dead shortly after her arrival.

Investigators believe that alcohol may have been a factor in this deadly collision and want to remind the motoring public not to drink and drive.
