The security guard and the Occupier were deep in philosophical discussion. Someone had posted a video of police at Pershing Square throwing a violent mentally ill woman to the ground.
"Everybody has a job to do," said the guard, heavy-set, hospital-blue shirt pinned with a metal badge.
The sky smelled like rain. On the concrete plaza, men slumped, one to a table, beneath forest-green cafe umbrellas. Duffel and sleeping bags lay at their feet.
"I could be the bigger person and try to connect with that lady," the Occupier said, obligatory gray hoodie covering his hair. "…What she needs is love."
"If a homeless person doesn't make a choice they do not want to be homeless anymore, it doesn't matter how many hugs you give her," the guard responded.
A woman with her cellphone stuck in her ear led her pit bull into the park's "pet care area." The Occupier wandered off and I thought: Why is it left to these two to figure out the mess at Pershing Square?
Pershing Square occupies a square block of prime downtown land surrounded by the city's most exquisite architecture, including the Biltmore Hotel. It was L.A.'s first park, once a playground for fashionable couples promenading after the theater. Now it's a concrete playpen for the homeless.
We're so used to ceding public space to human misery, few people even know Pershing Square exists anymore. It's all about Grand Park, downtown's shiny new toy.
Neither the people who run the park, nor the homeless, are to blame for Pershing Square's squalor. The scrambled landscape is a massive failure of civic vision.
The park was redesigned in the 1950s, the 1980s and the 1990s. With each makeover, it became less appealing, more confused and finally, just weird.
I was visiting on a weekday morning. Shadowy figures — some with blankets pulled over their faces — were the only ones lingering under those cafe umbrellas.
"It's pretty lonely here," said Brian Lopez, 17, of Anaheim, whose family stopped on their way to traffic court to organize their papers.
The original sin in Pershing Square's decline was raising it above street level and walling it off from the rest of the city. It floats in another dimension; enter it and you feel marooned.
The modernist tower and other concrete structures of the 1990s were instant white elephants. When were strip-club purple and canary yellow a good combination? And what are those giant burnt-orange balls, one atop the clock tower, the rest scattered across the concrete?
A park gardener shrugged off my questions. "I didn't design it," he said. "About 30 years ago it was all grass."
Now it's a lot of concrete. Beethoven, a doughboy and a cannon from the ship "Old Ironsides" jumble a sculpture garden that crowds up against the pet area — a dirt patch split by a line of palms.
The dogs walked up and down, marking each tree until they were ready to do their business. It looked as if their owners had been cleaning up, and recreation director Louise Capone assured me that people were no longer using it as a human toilet. The gardener was raking some new pellets into the dirt.
"We finally found a good deodorizer," said Capone, who interrupted her work to give me a brief tour.
Well, I guess you can get used to anything. Because I found the urine stench overpowering.
Pershing Square's remaining grass patches were chained off; one downtown resident said it had been that way all summer. The barricade theme continued with a staircase leading underground. It was caged in fencing, partly camouflaged by vines. The yellow refreshment stand was bolted shut.

Diamond Bar Customs and Border Patrol agent accused in smuggling scheme

LOS ANGELES - Investigators Thursday arrested a U.S. Customs and Border Protection supervisory officer from Diamond Bar on suspicion of taking bribes in exchange for smuggling Chinese goods into the U.S. without required duties and taxes.
Sam Herbert Allen, 51, was arrested after being indicted Wednesday on federal charges of conspiracy, bribery and making false statement to U.S. Department of Homeland Security investigators.
Working alongside his ex-wife, who he convinced to open an importing business, and another defendant, Allen accepted bribes of $2,000 per shipment, U.S. Attorney's Office spokesman Thom Mrozek said in a written statement.
The scheme allegedly defrauded the government out of an estimated $781,632 in unpaid customs duties and taxes, and Allen is accused of receiving more than $100,000 in bribes.
At his job with the CBP, Allen was charged with overseeing the examination and release of cargo entering the United States, Mrozek said.
The import business would falsely claim shipments were actually bound for Mexico and not the U.S., officials said.
According to the indictment, "Allen promised to make the shipments appear to CBP as if they had been exported to Mexico," Mrozek said.
Allen was scheduled to appear in federal court in Los Angeles for an arraignment Thursday afternoon. If convicted as charged, he faces up to 35 years in federal prison.
The other two defendants in the case have already entered
not guilty pleas and were scheduled to appear in court Feb. 13.

Police Detain Actor Jack Scalia In LA Airport

Police officers at the Los Angeles International Airport were forced to detain actor Jack Scalia after the images on security screeners revealed an unloaded gun in his carry-on bag. Neither the actor, nor his reps released any statement in relation to the event, the Associated Press reports.
Jack Scalia was getting ready to board plane on Thursday afternoon, but he was stopped by security guards at the Los Angeles International Airport.  The former “Dallas” star was carrying an unloaded gun in his handbag and police officers noticed it on the images of the security screeners. Without much ado, the actor was detained in Terminal 7 and was taken to the nearest police station.
Reporters contacted Jack Scalia’s rep, but he was not available for comments on late Thursday. Spokespersons at the Los Angeles Airport stated that officers also discovered a novelty police badge in his pocket. It is unclear what the 61-year-old actor who often played the part of a private investigator was doing with the gun and the badge. First suppositions suggest that the actor was getting ready for a new movie role, but investigators did not confirm anything until the present moment.
Except for a few cameos, Jack Scalia has been absent from the big screen in the past years. He declared himself bankrupt in 2004 claiming that he had made only $1,400 that year. His biggest assets are a Harley motorcycle and several firearms. The 2004 declaration came after the actor was accused of organizing a charity fundraiser for the victims of 9/11 terrorist attacks and stealing the money. Scalia tried to escape accusations by declaring that he was only the spokesperson of the non-profit organization and had no idea where the money was sent.
Jack Scalia rose to fame thanks to his appearance in the 80s series “Dallas”. He played the part of Nicholas Pearce who died after falling from the balcony during a fight with J.R. Ewing.

Detectives Want Public’s Help to Identify Robbery Suspect; Surveillance Footage Depicts Suspect

Los Angeles: Los Angeles Police Department detectives are asking for the public’s help to identify a robbery suspect caught on surveillance video robbing store employees at gun point at a neighborhood 7-Eleven store.

On Oct. 6, 2012, at 4:30 a.m., a suspect brandishing a handgun entered a 7-Eleven store in the 700 block of West Vernon Avenue and confronted the cashier, ordering him to open the cash registers and then lie face down on the ground.  The suspect then removed money from the  registers and left the location.

At 3:20 a.m. on Oct. 24, 2012, at 3:20 a.m., another robbery occurred at the same location.  This time, there were two cashiers.  The suspect’s mode of operation was exactly the same, except that when he left the store after the robbery, he was seen making his getaway on a mountain bike heading east on Vernon Avenue.  The only description of the bike was that it might have been red or orange.

The suspect is considered armed and dangerous and is described as a 25- to 35-year-old Black male about 5 feet 10 inches to 6 feet 1 inch tall.  He weighs 180 to 220 pounds and was wearing a black beanie, black gloves, black sweater, black pants and black shoes.  He was armed with a blue steel semiautomatic handgun.

Funds Allotted to Run Party Car in Northeast San Fernando Valley

Los Angeles:  The Los Angeles Police Department joined City Councilmember Richard Alarcon, 7th District, at a news conference this morning, to announce funding for a dedicated police party patrol car, which will resume operation next weekend and every weekend until the end of the year.

“I want to thank Councilman Alarcon personally and on behalf of the public in the northeast valley for fighting for these funds,” said Captain Todd Chamberlain, commanding officer of the LAPD Mission Community Police Station.  “This patrol car will bring a little more solace to the neighborhoods and no doubt reduce some major crimes.”

“The “Party Car” might sound like a bit of a misnomer,” said Captain Todd Chamberlain.  “It’s no party for the officers assigned as they patrol through neighborhoods where loud, raucous parties often hold neighborhoods hostage.”

The Party Car was instituted earlier this year as a way to free up regular patrol cars for other, more pressing cases.  “We’re not talking about kids’ birthday parties or baptisms,” Captain Chamberlain explained.  “These are adult parties with heavy drinking, loud music, and often sponsored and attended by gang members.”

Nearly 5,000 party disturbance calls after 10 p.m. were logged with 9-1-1 last year for the northeast valley.  This year through August when the Party Car was last run, officers had responded to nearly 2,100 parties.  Among those, one rape, two robberies and over a dozen aggravated assaults had occurred.

“That may not seem like many crimes, but what we can’t show you was how many more crimes were prevented due to the early intervention of the dedicated Party Car,” Captain Chamberlain stressed.  “We have no doubt that without the Party Car’s early intervention, many more crimes would occur.”

On October 14, 2012, three men were stabbed, one nearly to death, in two incidents at a party on Dronfield Avenue in Sylmar.  Early intervention from officers assigned to the Party Car can prevent these all-too-common assaults.

Missing Person Meika Erinn McClurg

Los Angeles: The family of Meika Erinn McClurg and the Los Angeles Police Department are asking for the public’s help in locating McClurg.

Meika Erinn McClurg was last seen on October 6, 2012, at approximately 1:25 am, at Kaiser Permanente Hospital in Harbor City, California.   

NR12487cnMcClurg is described as a 37-year-old female White with blond hair and blue eyes.  She stands at 5’07”, and weighs approximately 115 pounds.

Her family is extremely concerned because McClurg is delusional, and possibly a danger to herself, or others.  During the course of this investigation, McClurg contacted her “estranged” husband in Toronto, Canada on October 23, 2012 seeking help, and stating that she was on the “streets of Los Angeles”.  No further information was available at this time.

Los Angeles.  Los Angeles Police Department advises Los Angeles motorists to expect traffic delays during the anticipated visit of the President of the United States.

On Wednesday, October 24, 2012, President Barack Obama is expected to arrive in Los Angeles in order to attend several functions in the area.  Although specific details about his destinations are not available for security purposes, the following information is provided to assist community members who may have a need to drive in those areas where the President may be traveling.

Every effort will be made to minimize the traffic impact to the public while the President is traveling through the City.  It is anticipated that the following streets may be affected and may experience temporary closures to facilitate the safe passage of the President.  Motorists are encouraged to review the following information and make the necessary plans to avoid those areas during those time periods where traffic may be stopped or congested due to the President’s motorcade.

Suspect in Stolen Vehicle Strikes and Kills Pedestrian

Los Angeles:   On Friday, October 12, 2012, at about 11:30 p.m., a fatal traffic collision occurred on Topanga Canyon Boulevard north of Saticoy Street.

Los Angeles police officers were in pursuit of a 1991 Toyota Camry that was stolen from Canoga Park area.  During the course of the pursuit, a police supervisor ordered the officers to discontinue the pursuit because the suspect was driving recklessly at very high rates of speed and failing to stop for multiple red lights and stop signs.  There were many vehicles and pedestrians on the roadways during the pursuit.

Shortly after the pursuit stopped, officers observed the stolen vehicle, heading south on Topanga Canyon Boulevard, hit a pedestrian who was crossing eastbound in the north crosswalk at Saticoy Street.  The suspect then accelerated southbound and continued driving recklessly, failing to stop to render aid to the pedestrian who was left lying in the intersection.  A police unit stopped immediately to render aid to the victim, Arnel Cantal, a 59-year-old resident of Canoga Park, who later died at a local hospital. Other police units reinitiated the pursuit of the suspect and saw the driver jump out of the vehicle while it continued moving, ultimately hitting a block wall and a tree.

After the suspect got out of the car and fled on foot, police officers chased him and arrested him a short distance from where the car came to rest.  The suspect has been identified as Ernesto Jacinto Lopez, a 20-year-old resident of Canoga Park.  He was arrested for second degree murder, and bail was set at $1 million.

LAPD Harbor Area Homicide Detectives

Los Angeles: LAPD Harbor Area Homicide Detectives are asking for the public’s help in providing information on the murder of 18-year-old Anthony Mathew Hyman.

On October 22, 2012, around 8:10 a.m., LAPD Harbor Area patrol officers responded to a shooting call in the 1300 block of East Cruces Street.  When the officers arrived they found  Hyman in a car unresponsive. LAFD Rescue personnel responded and pronounced Hyman dead.

Investigators believe Hyman was in his car in the alley when unknown suspect(s) approached him and shot him multiple times.  The suspect(s) then ran away from the scene.  There is no suspect information at this time.

Elderly Woman Missing

Los Angeles: The family of Janette Humphries and the Los Angeles Police Department are asking for the public’s help to locating Ms. Humphries who went missing this morning at around 10 a.m.

Ms. Humphries was last seen at her residence in the 1400 block of Stearns Drive in the City of Los Angeles.  Mr. Humphries suffers from dementia and her family is extremely worried and concerned for her safety.

Janette is described as a 69 year-old, Black female with grey hair, brown eyes.  She stands about 5’03” inches and weighs approximately 120 pounds.  Janette was last seen wearing a tan woven hat, a multi-colored striped shirt, brown pants and pink shoes.  Janette is also wearing an ID bracelet.

Lottery Ticket Scammers Prey on Seniors in San Pedro

Los Angeles: On October 17, 2012, around 11:00 a.m., a man described as an 80-year-old male Hispanic approached an elderly male near 10th Street and Gaffey Street in San Pedro and asked for assistance in cashing a winning lottery ticket.  He claimed that he couldn't cash the ticket because he lost his identification and passport.  Shortly after another man described as a 70-year-old Hispanic, working in tandem with the 80-year-old, drove up in a dark colored sports utility vehicle and asked the two men if everything was okay.  The man in the SUV pretended to call lottery officials to verify the story.

The man in the car convinced the elderly bystander that story was credible and assured him that he was going to assist and provide money.  They convinced the victim that the person cashing the ticket needed to have money in their account and good credit.  They told the victim that the lottery officials wanted the documentation notarized.  The victim and the 70-year-old suspect got into the SUV driven by the second suspect and drove to the victim’s residence.

The victim retrieved a large sum of money from his residence and returned to the suspect’s car.  The suspects drove the victim to a notary and advised him to go inside.  The victim exited the suspect’s car and the suspects drove off with the victim's money.

On October 18, 2012, around 10:45 a.m., a man described as a 30-year-old male Hispanic approached a 57 year-old female Hispanic near 8th Street and Bandini Street in San Pedro.  The man said that he was from Ecuador and needed help.  Another person described as a 30-year-old female Hispanic, working in tandem with the male, also walked up to the victim.

The male suspect told the bystander that he had a lottery ticket and asked his accomplice to call lottery officials to see if it was a winning ticket.  She pretended to call and confirmed that it was a winning ticket.  She then gave the phone to the victim allowing her to speak with a third accomplice on the telephone.  The person on the phone, a female, told the victim that she would receive $9,000.00 for helping the victim.

The male suspect male then told the victim that if she gave him some money that she would in return get $9,000.00 for her assistance.  The victim agreed on providing $2,000.00.  The second suspect drove the victim to her bank in a dark colored SUV.  While at the bank the victim told a bank employee the reason she was withdrawing the money.  The bank employee alerted the victim that it was a scam.  The bank employee told officers that there are other incidents that have occurred under similar circumstances.

The lottery ticket scheme involves a crew of con artists who appear to not know each other and corroborate the initial suspect's story.  The con artists work this way to add credibility to their scheme in the eyes of the victim.  There are many variations of reasons for not being able to cash the lottery ticket including being an illegal alien, underage, needing the money urgently before it can be provided by lottery officials, or being a convicted felon.  The suspects have been targeting Spanish speaking and/or elderly victims.  They are also asking intrusive information regarding their finances to determine their account balances.

Mayor Villaraigosa Announces $1.5 Million Grant for Gang Reduction in Los Angeles

Department of Justice Grant Includes MOU to Partner with USAID to Export Best Practices Abroad
(Chief Podcast) LOS ANGELES – Mayor Antonio Villaraigosa today announced a $1.5 million grant from the Department of Justice’s Office of Juvenile Justice and Delinquency Prevention to expand gang reduction efforts citywide. The Mayor’s Office of Gang Reduction and Youth Development (GRYD) was created in 2007 to combat gang violence in Los Angeles and has since become a national model of innovation.

Pic 021The Mayor also signed a Memorandum of Understanding with the United States Agency for International Development (USAID) to partner to reduce gang violence in the Western Hemisphere. The MOU will export GRYD’s best practices to Central and Latin America.

“Sometimes gang violence spills from one country into another,” said Mayor Villaraigosa. “This sharing of expertise will not only help our neighbors but will strengthen our efforts in Los Angeles. By helping USAID attack the gang violence in Central and Latin America, we are working to reduce related gang violence here.”

The MOU focuses on citizen security initiatives in Latin America and the Caribbean, the region with the highest homicide rate in the world. USAID will benefit from Los Angeles’ leadership combating gang violence and promoting youth development.
“Los Angeles learned how to combat violence and we want to use our joint expertise to aggressively tackle citizen insecurity in the Americas,” said Rajiv Shah, Administrator for USAID. “We have a common interest in improving citizen security in Latin America and the Caribbean and must continue to foster opportunities, especially for youth who comprise 50% of the region’s population.”
As part of the agreement, GRYD will:
• Serve as an advisor on USAID’s citizen security programming for the region.
• Share best practices and technical knowledge with USAID staff and regional program implementers.
• Collaborate on specific at-risk youth initiatives.
• Assist with city-to-city partnerships and best practices.
The first initiative of this new partnership will be the adaptation of the Youth Services Eligibility Tool (YSET) in the Northern Triangle of Central America, El Salvador, Guatemala, and Honduras. YSET was developed in collaboration with USC and helps gang prevention workers focus services on those 10-15 year olds that are at the highest risk of becoming gang members.
The partnership between Los Angeles and USAID builds upon the U.S. Government’s Central American Regional Security Initiative (CARSI). USAID’s efforts support social prevention and rule of law programming, specifically working with municipalities, community police, at-risk youth, and criminal courts. To date, USAID has established 80 outreach centers for at-risk youth in the Northern Triangle countries and Panama.

Los Angeles: Los Angeles Police Southwest patrol officers responded to a “Fire Department requesting a backup, 415 Man with a knife” call that resulted in an officer involved shooting.

Orange County:  The Los Angeles Police Officer who was involved in an off duty, officer involved shooting in the County of Orange has been identified as Police Officer Fred Williams, 7 years, 6 months with the Department.

On September 26, 2012 around 9 in the morning, the officer fired his weapon at a suspect that had attempted to enter his home in Orange County.

LAPD’s Force Investigation Division (FID) responded and will be handling the investigation of the officer-involved shooting.

The local police department will handle the investigation of the crime committed against the officer.

The investigation will ultimately be reviewed by the Chief of Police, the Office of the Inspector General and The Board of Police Commissioners for compliance with the Department’s use-of-force policy which states that an officer’s use-of-force actions must be objectively reasonable.  Additionally, the Los Angeles County District Attorney’s Justice System Integrity Division will conduct a comprehensive review of the facts of the officer-involved shooting.

Officer Involved Shooting in Southwest

Los Angeles:  Los Angeles Police Southwest patrol officers responded to a “Fire Department requesting a backup, 415 Man with a knife” call that resulted in an officer involved shooting.

On October 6, 2012 at around 9:30 a.m., Southwest Area patrol officers responded to the 2600 block of Manhattan Place for a Fire Department back-up call.  When the officers arrived they were met by Fire Department personnel who informed them that a man in the apartment was holding a female at knifepoint.  Officers entered the apartment and saw the female on the kitchen floor and the suspect, later identified as 64-year-old Wilfredo Fu holing a knife in his hand.  The suspect was ordered to drop the knife, but instead continued to advance on the female later identified as the suspect’s wife at which time the officer involved shooting occurred.

Los Angeles Fire Department Paramedics responded and transported the suspect to a local hospital where he was pronounced dead.

Subway Restaurant Robbery Suspects Caught on Tape

Los Angeles:  LAPD Central Area Detectives are asking for the public’s help in identifying two robbery suspects whose images were captured on surveillance video committing a robbery at Subway restaurant.

On Monday October 1, 2012, two unidentified male suspects entered the location in the 700 block of N.  Main Street and ordered a sandwich.  Upon reaching the cash register, suspect #1 pulled out a handgun from his waistband and pointed it at the cashier demanding money.  Suspect #2, standing by, told the cashier, "You're taking too long!"  Fearing for her life the cashier handed the money to suspect 1, after which both men took the money and left the store.

Suspect #1 is described as a male Hispanic, 18-20 years old, with a shaved head about 5 feet 9 inches tall. He weighs about 160 pounds and has a tattoo of "LA" above his eyebrow and an unknown tattoo on his right ear lobe.  Suspect #2 is described as a male Hispanic, 35-40 years old, with a shaved head about 5 feet 6 inches tall.  He weighs about 180 pounds and has a tattoos on both arms. Both suspects are considered armed and dangerous.

Detectives Have Identified a Murder Suspect

Los Angeles: LAPD Devonshire Area Homicide Detectives are asking for the public’s help in providing information on the whereabouts of a man who murdered 25-year-old Louis Villegas in Northridge.

On September 25, 2012, around 12:10 a.m., LAPD Devonshire Area patrol officers responded to a shooting call in the area of Parthenia Street and Balboa Boulevard.  When the officers arrived, they saw four people suffering from gunshot wounds inside of a car.  Los Angeles Fire Department rescue personnel responded and transported the victims to a local hospital.  One of the victims was pronounced dead at the hospital, while the others were treated for their injuries and later released.

Detectives believe Villegas was sitting in a car with three other people, when a man approached the car, pulled out a hand gun and began shooting into the car.  Villegas was struck in the upper torso, and the other occupants in the car were also shot. The suspect then left the scene.

After a thorough investigation, Devonshire Homicide Detectives have identified the shooter as Oscar Pantoja.  Pantoja is described as a 22-year-old male Hispanic.  He stands at 5 feet 10 inches tall and weighs 165 lbs.   He is considered to be armed and dangerous.

Pedestrian Fatally Struck by a Vehicle

Los Angeles: On Friday, October 12, 2012, at around 10:30 p.m., an unidentified pedestrian described as a male Hispanic in his late 30s wearing dark clothing was seriously injured and transported to a local hospital where he later died.  The accident occurred in the 200 Block of South Rampart Blvd as he tried to cross eastbound on Rampart Boulevard between parked vehicles.  He was struck by a 2011 Chevy Equinox heading north on Rampart Boulevard by a 48-year-old Cypress resident.

The driver displayed no evidence of intoxication and remained at scene for the arrival of fire and police personnel.  The primary collision factor in this collision was against the pedestrian for crossing outside of a crosswalk.  This case is under investigation by LAPD Central Traffic Detectives.

Man Found Dead in front of Driveway

Los Angeles:  Los Angeles Police Department Northeast Homicide detectives are asking for the public’s help in providing any information that would lead to the arrest of the suspect(s) who killed 20-year-old Juan Carlos Alquisira.

On October 15, 2012, around 8:20 p.m., Northeast patrol officers responded to a radio call of an ambulance shooting in the 3200 block of Division Street.  When officers arrived they found Alquisira on the ground suffering from several gunshot wounds.

Los Angeles Fire Department personnel responded and transported Alquisira to a local hospital where he died from his injuries.

The motive for the shooting appears to be gang related.  There is no suspect description.  The investigation is ongoing.

Detectives Investigate a Case of Murder/Suicide in Olympic Division

Los Angeles:  On Sunday, October 15, 2012, at 12:21 p.m., Olympic Area Patrol Officers responded to a radio call of, "Ambulance Death Investigation," in the 500 block of South Saint Andrews Place.  When they arrived, they found a 37-year-old man, a 37-year-old female, and a small dog, dead inside an apartment.  Both adults and the dog died as a result of gunshot wounds.

The motive for this case is unknown and the incident appears to be a murder/suicide. The names of the individuals have not been released as notifications to family members are still being made.

Suspect in Stolen Vehicle Strikes and Kills Pedestrian

Los Angeles:   On Friday, October 12, 2012, at about 11:30 p.m., a fatal traffic collision occurred on Topanga Canyon Boulevard north of Saticoy Street.

Los Angeles police officers were in pursuit of a 1991 Toyota Camry that was stolen from Canoga Park area.  During the course of the pursuit, a police supervisor ordered the officers to discontinue the pursuit because the suspect was driving recklessly at very high rates of speed and failing to stop for multiple red lights and stop signs.  There were many vehicles and pedestrians on the roadways during the pursuit.

Shortly after the pursuit stopped, officers observed the stolen vehicle, heading south on Topanga Canyon Boulevard, hit a pedestrian who was crossing eastbound in the north crosswalk at Saticoy Street.  The suspect then accelerated southbound and continued driving recklessly, failing to stop to render aid to the pedestrian who was left lying in the intersection.  A police unit stopped immediately to render aid to the victim, Arnel Cantal, a 59-year-old resident of Canoga Park, who later died at a local hospital. Other police units reinitiated the pursuit of the suspect and saw the driver jump out of the vehicle while it continued moving, ultimately hitting a block wall and a tree.

After the suspect got out of the car and fled on foot, police officers chased him and arrested him a short distance from where the car came to rest.  The suspect has been identified as Ernesto Jacinto Lopez, a 20-year-old resident of Canoga Park.  He was arrested for second degree murder, and bail was set at $1 million.

Burglar Nabbed Thanks to GPS Bracelet

Los Angeles:  Detectives arrested 48-year-old Wilbert Matheney for a hot-prowl burglary in Sylmar after the ankle bracelet he wore as a registered sex offender showed he was in the home he claimed never to have entered.

“The fruit of the crime was a laptop, but the whole situation could have been much worse,” said Lt. Paul Vernon, commanding officer of the Mission Detective Division.  “Matheney entered the home at six o’clock in the evening when two residents, one a woman, were home.”

On August 30, 2012, the 90-year-old homeowner was relaxing in his living room in the 13400 block of Bradley Avenue in Sylmar when his 48-year-old roommate was confronted by a salt-and-pepper haired Black man, who ran from the house with the laptop.  She told officers she recognized the burglar as a man who helped her with an electrical problem a week prior.

Over the next several days, detectives canvased the area and found neighbors who thought the suspect’s description matched that of a man who walked a small white dog routinely.  Another neighbor pointed detectives to a group home for sex registrants in the 13600 block of Norris Avenue.

When detectives searched the Megan’s Law database, they found most of the registrants in the home were required to wear GPS ankle bracelets to track their movement and ensure their compliance with certain restrictions.  From there it was pretty easy to match the suspect’s description to Matheney then look at his whereabouts on the date of the burglary.

“Lo and behold, the GPS tracker put Matheny in the victim’s home on the date and at the time of the burglary,” Lt. Vernon explained.  When detectives went to Norris Avenue on October 4 to arrest Matheney, he opened the door and a little white dog ran outside.  “The detectives just looked at each other and smiled,” Vernon said.

Matheney was booked for residential burglary with no bail due to his post-conviction conditions and status as a sex registrant.

“Matheney is a testament to the misnomer of so-called non-violent criminals,” Lt. Vernon added.  “I’ve seen too often where a career burglary turned into a rapist or a murderer based upon being confronted or finding a vulnerable woman in the target home.  Thank God it wasn’t the case this time.”

Man Shot, Killed in Quiet Sylmar Neighborhood

Los Angeles:  Los Angeles detectives are investigating a fatal shooting of a 29-year-old man, who was walking on a usually quiet Sylmar street around 1:40 AM, October 5, 2012.

Several neighbors living near Fenton Avenue and Fernmont Street heard a gunshot and called police.  A man was lying in the street, yelling he had been shot.  Patrol officers responded to the scene where they located the wounded man.  He told police that the driver of a gray American-made car, got out of the car, then shot him.  The victim described the driver only as Hispanic.

The victim died a short time later after paramedics rushed him to a local hospital.   The coroner’s examination will determine the cause of death.  The name of the victim will not be released pending notification of family.
