43-year-old Los Angeles Man Missing Since September 11, 2012

Los Angeles: The family of Blair Fisher and the Los Angeles Police Department are asking for the public’s help to locate Mr. Fisher who has been missing for more than two weeks.

Blair Fisher was last seen on September 11, 2012, around 12:00 p.m., when he left his home located in the 4400 block of W. 59th Street, Los Angeles. Mr. Fisher’s family is concerned for his well-being as he is in need of medication and daily medical care.

NR12454SFMr. Fisher is described as a 43-year-old male Black who has black hair, brown eyes and wears a beard.  He stands 5’10” tall and weighs approximately 160 pounds.  Mr. Fisher was last seen wearing a black hat, black jacket, blue shirt, black pants and gray shoes.  In addition, has been known to frequent the Hollywood area.

Los Feliz Burglary/Sexual Battery Series

Los Angeles: Detectives are asking for the public’s help in identifying a burglary/sexual battery suspect who has entered and burglarized multiple residences in the Los Feliz community. Between March 27, 2012 and August 17, 2012, the suspect has entered 13 single family and multi-unit dwellings along Los Feliz Boulevard.

He frequently enters the victim’s residence between the hours of 11 p.m. and 4 a.m.  He has taken the victims property while they are asleep inside.  The suspect has made sexual contact with some of the victims while they were sleep. When the victims wake up the suspect leaves on foot.

The suspect has been described as a 25-to 30-year-old male Hispanic with black hair and brown eyes.  He is 5 feet 7 inches to 5 feet 10 inches tall with a slim build and broad shoulders.  He weighs 160-180 pounds.

The community is reminded that composite drawings are based on the perception of witnesses.  Additional witnesses have described the suspect as having a closely shaven haircut and a thick mustache.

For your safety, detectives are asking the community to lock your doors and windows at night and pay attention to your surroundings.

Human Remains Found in Pacific Palisades

Officials from the Los Angeles County Coroner’s Office have determined the cause of death related to the human remains discovered last Saturday near the Los Liones Canyon Trail was due to suicide.  The decedent, identified as 23-year-old UCLA student David Goeser, died from a single gunshot wound to the head.  A semiautomatic pistol was also found next to the body.

Los Angeles:   On Saturday, September 22, 2012, at 1115 hours, West Los Angeles Area officers responded to a radio call of a “Death Investigation” near the Los Liones Canyon Trail in the 500 block of Los Liones Drive in Pacific Palisades.

Two hikers were hiking near the trail when they observed what appeared to be a human skull.  The hikers reported their findings to a nearby L.A. City fire station who in turn notified police.

Upon arrival, officers were directed to an area near a hiking trail not far from the entrance to the Los Liones Canyon Trail where they observed the remains of what appeared to be a human skull.  Officers checked the area and observed the skeletal remains of a human torso approximately twenty feet from the skull.

Detectives from the West Bureau Homicide Unit and investigators from the Los Angeles County Coroner’s Office responded to the scene.  The exact cause and mode of death cannot be determined until an autopsy is performed.  The remains have not been identified.

Victim Killed at a Local Park

Los Angeles:  Los Angeles Police Department Criminal Gang/Homicide Division detectives are asking for the public’s help in providing any information that would lead to the arrest of the suspect(s) who killed 19-year-old Patrick Caruthers.

On September 25, 2012, around 3:15 p.m., Caruthers was sitting on a park bench at a local community park in the 1530 block of West 62nd Street when an unknown suspect walked up to Caruthers and shot him multiple times in the torso.

The suspect ran back to an awaiting vehicle and drove away West on 62nd Street and southbound on Denker Avenue.

Los Angeles Fire Department personnel responded and pronounced Caruthers dead at scene.

The motive for the shooting appears to be gang related.  There is no suspect description.  The suspects’ vehicle is described as a dark colored compact vehicle.

The suspects and the weapon are outstanding. The investigation is ongoing.

Father Sends Abused Teen from Georgia to L.A. to Fend for Himself; Young Man and his Sisters Come from Home Life of Horror

Los Angeles: Los Angeles Police Department detectives have been instrumental in exposing a bizarre and tragic case of child abuse that started in Georgia and ended in a Los Angeles bus station.

Just before noon on Sept. 11 of this year, two LAPD Newton Area patrol officers received a call about a possible missing child at a Greyhound Bus Station on East 7th Street.  When they arrived, they met up with retired LAPD Sergeant Joe Gonzales who was working security for the station.  Gonzales directed them to 18-year-old Mitch Comer…a pale, gaunt young man of small stature who appeared to be about 12 or 13 years of age. Later, it was determined he weighed only 87 pounds and stood just over 5 feet tall. His story was most unusual.

Comer explained that his stepfather had told him he was now a man, given him $200 and put him on a bus in Jackson, Miss., with a list of homeless shelters he had located on the Internet.  Incredulous that the childlike Comer was actually an adult, the officers took him to LAPD’s Central Station for further questioning and to come up with a temporary housing arrangement.

Later, police took Comer to the Newton Station where he met with Detective Dan Gersna.  During the interview, Comer provided limited details of the abuse he had endured for at least the past four years.  After removing him from school in the eighth grade, his stepfather, later identified as 48-year-old Paul Matthew Comer, confined him to a room and wouldn’t allow him to leave.  The young Comer was fed only small quantities of food daily and forced to assume a grueling disciplinary position every day for eight hours with the top of his head against a wall, his fingers interlaced behind his head and his feet raised off the ground.  He also had two younger sisters he had almost never seen, and authorities expect additional charges on the case may surface as investigation progresses.

Complicating matters, Comer wasn’t able to provide his home address to LAPD officers.  Though he had resided mostly in Georgia, he apparently also moved to Arizona and possibly other places with his family for periods of time and then returned to Georgia.  Fortunately, Detective Gersna learned that the elder Comer ran a home-based appliance business known as “Appliance Support Team,” which eventually led to both a business and driver’s license that revealed Comer’s residential address.  At that point, Detective Gersna contacted Detective A. J. Simonelli of the Paulding County Sheriff’s Department in Georgia.

Detective Gersna shared what he had learned from the young Comer, including that he apparently had two siblings still living at home.  Detectives Simonelli and Kevin Morgan immediately went to their address and located Comer’s stepfather and mother, Sheila Marie Comer. Both parents were taken to the Paulding County Sheriff’s Station for interviews and subsequently arrested for charges related to child abuse and false imprisonment. Detectives also put Mitch Comer’s younger sisters, Catrina and Lya, into protective custody with Paulding County Children’s Services.

After staying briefly in a Los Angeles board and care home, Mitch Comer flew back to where he’d been living in Dallas, Ga., on Sept. 19 to participate in the case investigation and legal proceedings against his parents.

“I am greatly relieved and thankful that one of our retired officers brought this victim to our attention and started the process to uncover these heartbreaking circumstances,” said Chief Charlie Beck. “Without the intervention of retired Sergeant Gonzales, Mitch Comer and his young sisters would still be suffering.”

Customers Scammed into Paying Water and Power Bill with Pre-paid Cash Card

Los Angeles:  The Los Angeles Police Department (LAPD) and the Los Angeles Department of Water and Power (DWP) warn the public of suspect/s who call DWP customers demanding that they pay their water and power bill with a pre-paid cash card.

The scam begins when the suspect(s) call Los Angeles area residents advising them that their water and power bill has not been paid.  They then threaten to immediately turn off the customers’ services unless payment is made.  The suspect(s) demand that the victims go to a nearby convenience store and purchase a pre-paid cash card.  The victims are instructed to call a dedicated telephone number and read the personal identification number from the cash card.

Patrick K. Findley, Director, Security Services and Emergency Management of DWP said, “the Los Angeles Department of Water and Power would never call a customer and tell them to pay their bill in this manner.”  He continued by saying “We value our customers and want to ensure that they are not scammed out of their hard-earned money.”

“Knock Knock Task Force Warrant Service”

LAPD Operations-Valley Bureau and Operations-West Bureau successfully conduct seven search warrants on residence and business locations of stolen property fencing operators

Los Angeles:   In early 2012, the Los Angeles Police Department (LAPD) through its continual crime analysis noted that residential burglaries were spiking very early in the year.  Specifically, Operations-West Bureau recorded an increase of over 36% in residential burglaries.  Meanwhile, Operations-Valley Bureau noted an increase of nearly 10% in residential burglaries.  With this degree of increase in residential burglaries, it was quickly observed that the crime reduction goals of the LAPD may not be met and worse, an increasing number of community members felt unsafe that their homes and valuables were not safe from intruders. 

Further analysis determined that a unique Modus Operandi (MO) accounted for over 10% of the crimes committed.  Specifically, homeowners and witnesses reported that in many instances the suspects would knock at the front door and await a response from inside.  When there was no response, the suspects would either kick in the door or scout around the back of the home for an open door, window, or other easily accessible means to gain entry.  Once inside, the suspects would ransack the most common locations within a home where jewelry and small electronics would be kept.  Within a matter of minutes, the suspects would emerge with the victim’s property and flee in a getaway car.

As time and crime analysis continued, it was recognized that many of the same suspects that were   committing their crimes in Operations-West Bureau were also striking in Operations-Valley Bureau.

As a result of this specific MO and the shared identities of known suspects preying on the same communities, the “Knock-Knock Task Force” was formed in March, 2012, by the Commanding Officers of Operations-West and Operations-Valley Bureaus with the approval of the Chief of Police.

As the task force developed and fine tuned its operations and gathered information, it became apparent that the suspects would quickly seek out a “fence” in order to exchange the victim’s gold jewelry for cash.  In many instances, these transactions would be completed within an hour of the crime being committed.

On-going surveillance efforts and monitoring of these suspects led the LAPD to two business locations within the 700 Block of South Broadway, under the business names of Fine Silver Max’s Jewelry and Guadalajara’s Jewelry in downtown Los Angeles.  Time and time again, burglary and armed robbery suspects were observed engaging in hasty transactions in which they entered the store with a handful of gold jewelry and reemerged with money.

It should be noted that within the City of Los Angeles, second hand shops and pawn shops are required by law to obtain a fingerprint and record a form of identification when conducting transactions of personal property in exchange cash payments.  Throughout the course of this investigation, employees of these businesses were never observed obtaining a fingerprint or recording identification information during their exchanges.  This disregard for the established State laws had the result of fueling more burglaries as suspects knew they could exchange gold for cash with “no questions asked.”

As the LAPD began to investigate these business owners, it was apparent that they were overseeing a criminal enterprise and were likely involved in a variety of crimes to include receiving stolen property, suspected tax evasion, and identity theft.  Of particular note, the investigation determined that the owner of Fine Silver Max’s Jewelry obtained the social security number of an unrelated juvenile who resides in the Midwest and was using her identity for a variety of activities to secure credit and further his business activities.

As a result, around 10:00 a.m. this morning, detectives and police officers from the Los Angeles Police Department in conjunction with Special Agents from the Immigration Control and Enforcement Service and Internal Revenue Service served simultaneous arrest and search warrants on the homes and businesses of these fence operators.  

The owner of Fine Silver Max’s Fine Jewelry, located at 700 block of South Broadway, Ismael Monje, was taken into custody at his business without incident.  Monje was questioned and booked on multiple counts of felony identity theft.

Mr. Monje was also identified as the owner and operator of two adjacent businesses, Fine Silver Max Jewelry/Discos Barba Azul, located at 600 block of South Broadway, and Max One Electronics located at 700 block of South Broadway.  All three of Mr. Monje’s businesses were searched and all property was seized as potential evidence.  Mr. Monje’s home was searched and various valuables identified as potential evidence were seized.   

The owner of Guadalajara’s Jewelry, located at 700 block of South Broadway, Mr. Farshad Yaghoobi, was taken into custody at his residence without incident.  Yaghoobi was questioned and booked for felony receiving of stolen property.  This store was also searched and all property was seized as potential evidence.  Yaghoobi’s residence was searched and all items of potential evidence were seized.  

All four businesses have been closed and any business licenses within the City of Los Angeles have been cancelled.  A seventh warrant was served which froze the personal and business banking account assets associated with these suspects pending further investigation by the LAPD and other federal agencies.

These arrests and asset seizures mark a significant milestone in the successes of the Knock-Knock Task Force.  The investigative efforts of the LAPD have closed four businesses that fueled many burglary rings operating within the City of Los Angeles.  Additionally, these arrests and asset seizures send a strong message to other jewelry exchanges, second hand stores, and pawn shops that the City of Los Angeles will not tolerate a disregard for State law that have the effect of promoting crime and adversely impacting personal lives and property.

To that end, the investigation and arrest of numerous burglary suspects has continued.  As of this date, this task force has produced significant progress in combating this crime through hard work and perseverance.  This perseverance is reflected in over 1,400 hours of surveillance.  As of September 14, 2012, the task force has arrested 68 suspects.  55 of these suspects were directly involved in residential burglaries and engaged in transactions at the above businesses.  The remaining 13 were arrested for a variety of violations ranging from outstanding warrants to probation/parole violations.  Over the course of these past six months, the task force has served 41 search warrants, recovered nearly $150,000.00 worth of victim’s property, and seized six firearms.

As a result of this productivity, since March of this year, residential burglaries within Operations-West Bureau have declined nearly over 36% and residential burglaries within Operations-Valley Bureau have declined over 19%.  This is a remarkable turnaround.

Despite these successes, this task force remains in place and committed to serving the communities of Los Angeles by seeking out new leads on new suspects engaged in or promoting residential burglaries.

L.A. Mayor’s Crisis Response Team (CRT) Program is Recruiting Volunteers

Los Angeles:  The Mayor's Office would like to invite the community to become a "civilian" volunteer member of the Mayor’s Crisis Response Team (CRT) Program. The Mayor’s CRT is composed of professionally trained "civilian" community volunteers who respond to traumatic incidents at the request of the Los Angeles Police and Fire Departments. CRT volunteers provide immediate on-scene crisis intervention, attend to urgent victim comfort needs, act as a liaison between the victim and emergency personnel, and give referrals to victims and their families affected by a death, a serious injury, a violent crime or other traumatic incidents. These incidents include homicides, suicides, serious traffic accidents, natural deaths, and multi-casualty incidents. The CRT program is managed by the Mayor’s Office of Homeland Security & Public Safety in collaboration with the City’s Fire and Police Departments.

The seven-week training session begins October 15, till December 5, 2012 and will take place on each Monday and Wednesday evening at the Los Angeles Police Department Headquarters in downtown L.A.

405 FWY CLOSURE September 28 & 29

Avoid the 405, Eat, Play and Shop Local.  Be part of the success, and use alternate transportation

The LAPD would like to remind everyone to plan ahead and avoid the 405 Freeway the weekend of September 29th and 30th.  A 10-mile portion of the 405 Freeway will be closed between the 101 Freeway and the 10 Freeway in all directions during beginning Friday night at midnight and will remain closed until Monday morning at 5:00 a.m.  The closure is due to the demolition of the northern half of the Mulholland Bridge.

We are encouraging the public to make plans to stay local during the closure weekend and Eat, Play and Shop in your local area.  Make this the weekend to walk, bike and use public transportation to avoid the need to drive around the impacted area.

Last year’s closure success was due to the cooperation of the public who made the effort to avoid the closure area.  This year will also be a success if everyone does their part.

Officer-Involved Shooting in 77th Division

Updated:  The Officers involved in this incident have been identified as Police Officer II Andrew Green and Police Officer II Brittany Borja.


Los Angeles:  Los Angeles Police Department 77th Street Area patrol officers were involved in an officer-involved shooting when they observed the suspect pointing a gun at the victim.

On September 3, 2012 around 10:45 p.m., officers were in patrol in the area of Denver and Florence Avenues when they heard multiple shots in the area and a large group of people (approximately 300) running in every direction from the scene of the party.  The officers stopped their vehicle and observed a male suspect pointing a gun at an unknown person.  The officers believed that the suspect was going to execute the victim so they exited their patrol car and an officer involved shooting occurred.  The suspect ran eastbound Florence Avenue and northbound Denver Avenue.

A perimeter was established and an extensive search was conducted.  The suspect was not found with-in the perimeter.  The suspect has not been identified.  A victim suffered a minor gunshot wound during the party prior to the officers’ arrival and was treated and released.

LAPD’s Force Investigation Division (FID) responded and will be handling the investigation of the officer-involved shooting.  The shooting that occurred during the party is being investigated by 77th Street Area Detectives.  It was also determined during the investigation that there was no crime committed against the officers.

The investigation will ultimately be reviewed by the Chief of Police, the Office of the Inspector General and The Board of Police Commissioners for compliance with the Department’s use-of-force policy which states that an officer’s use-of-force actions must be objectively reasonable.  Additionally, the Los Angeles County District Attorney’s Justice System Integrity Division will conduct a comprehensive review of the facts of the officer-involved shooting.

Officer-Involved Shooting Occurs at the End of a Pursuit

Los Angeles:  On September 11, 2012, at around 6:30 p.m., Rampart Patrol Division officers were in pursuit of a stolen white two door 2003 Honda Civic.  The Honda had been taken in a carjacking earlier in the afternoon from the North Hollywood area, at around 5:30 p.m.

Patrol officers remained in pursuit of the Honda in the Rampart Area.  Communications Division updated the involved units with the suspect’s description and that he was armed.  As the suspect was driving west on 7th Street crossing Bixel Street, he drove through a mid-phase red signal and collided with a white four door Nissan Altima being driven north on Bixel Street, disabling the Honda.  The suspect (later identified) Ian Schlesinger exited the Honda with a rifle and concealed himself behind the Honda and Nissan, as responding patrol units and K-9 units stopped their police vehicles east and south of the Honda and Nissan.  As the officers exited their vehicles, the suspect began shooting at the officers at which time an officer-involved shooting (OIS) occurred.  The suspect Schlesinger was wounded and subsequently taken into custody by officers.

Los Angeles Fire Department personnel arrived and transported the suspect to a local hospital where he was treated for his injuries and listed in stable condition.  The suspects’ rifle and a pistol were recovered at the scene.

Police, Fire and United States Military Join together for a 9/11 Remembrance Ceremony

On Tuesday, September 11, 2012, members of the Los Angeles Fire Department, LAPD and Military agencies gathered at Frank Hotchkin Memorial Training Center for a “9/11 Remembrance Ceremony” dedicated to those who perished on September 11, 2001.

Pic 050Speakers included Mayor Antonio Villaraigosa, Los Angeles Fire Chief Brian L. Cummings, Los Angeles Police Chief Charlie Beck, and General Manager of the Los Pic 062   Angeles Emergency Management Department James Featherstone.

This location is especially noteworthy due to the presence of two memorials dedicated to the events of September 11, 2001.  The first memorial is dedicated to the World Trade Center and consists of a 23-ton, 22-foot tall steel column that was originally part of the lobby structure. This column is believed to be the largest remnant of the World Trade Center on the West Coast.

The second memorial is located in the lobby of the training center and is titled “Towering Memories.”  The “Towering Memories” memorial consists of two shapes similar to the silhouette of the Twin Towers that comprised the World Trade Center.  Included on the memorial is a list of names of those who lost their lives at the World Trade Center, the Pentagon and the Pennsylvania plane crash site.

Robbery Suspect Captured on Tape

Los Angeles:  Los Angeles Police Department (LAPD) Harbor Division Robbery Detectives are asking for the public’s help in identifying a robbery suspect whose images were captured on surveillance video committing a robbery at business in the Wilmington area of Los Angeles.

On August 23, 2012, around 8:50 a.m., a man entered a business located in the 1100 block of Avalon Boulevard and robbed the store employee, using a knife.  The suspect took cash from the register and from the employee.  The suspect stabbed the employee when the employee attempted to stop him then ran away from the scene.

The suspect may have of committed five additional robberies in the Wilmington Area.

The suspect is described as a 20 to 30-year-old Hispanic male.  He stands 6 feet 3 inches tall and weighs about 200 pounds.  He was wearing a black baseball cap, gray sweatshirt and black pants.

85-year-old Man Missing from the North San Fernando Valley

Los Angeles:  The family of William Dane Fogle and the Los Angeles Police Department are asking for the public’s help to locate the 85-year-old man who suffers from early signs of dementia.   

Mr. Fogle was last seen on September 12, 2012, at 9:30 a.m., at his residence in the 14000 block of Fox Street in Mission Hills.  At the time he went missing, he was preparing to go to a medical appointment in the 5300 block of Balboa Boulevard in Encino.      

NR12407krMr. Fogle is described as an 85-year-old Caucasian man with gray hair and brown eyes.  He stands 5’ 6” tall, weighs 149 lbs., and has a small build.  He was last seen wearing a plaid white, green, blue, and red shirt, with green khaki pants.  He also has faded tattoos on both arms.

Man Struck and Killed by Hit & Run Driver

Los Angeles:   West Traffic Detectives are asking for the public’s help to locate and identify the driver of a Chrysler Sebring who struck and killed a man who was standing on the sidewalk.

On Monday, September 10, 2012, at 5:10 a.m., a driver in a 2010 Chrysler Sebring travelling north on Western Avenue lost control of the vehicle, ran off the road and struck 63-year-old Amos Romasoc, a Los Angeles resident, who was standing on the west sidewalk of Western Avenue just south of Romaine Street. The driver failed to stop to render aid or identify himself as required by law.

Witnesses observed the suspect and his passenger exit the vehicle and flee westbound on Romaine Street.  The suspects removed their shirts and ran into an apartment building located in the 5640 block of Santa Monica Boulevard.  Approximately, 25 minutes later, the suspects left the location and entered a blue Mazda and left in an unknown direction.

Los Angeles Fire Department personnel responded to the location and pronounced Romasoc dead at scene.

The driver is described as a male White, 20-30-years-old, stands 5 feet 10 inches, and weighs about 140-150 pounds.

The passenger is described as a male Black, 20-30-years-old.

The vehicle is described as a 2010 Chrysler Sebring, California License plate No. 6LUP437.

The other vehicle is described as a blue Mazda, California License plate No. 6UGC050.

Disabled Woman Injured during Purse Snatch Incident


Los Angeles:   Detectives are asking for the public’s help to identify a female suspect who took a 63-year-old woman‘s purse out of her shopping cart.

At around 6 p.m. on Sunday, September 2, 2012, a disabled woman was shopping at the Ralphs’ supermarket located at 1050 N. Western Avenue.  When she turned to retrieve an item off the shelf, a female Hispanic, approximately 20 years of age, took the victim’s purse out of her shopping cart and went to another aisle to get away.

When the victim saw the suspect trying to escape with her purse, she attempted to chase her, at which time she repeatedly fell and injured herself.  Fortunately, the victim’s commotion caused the suspect to drop the purse in an adjacent aisle and leave the location.

82-Year-Old Critical Missing Woman From Hollywood Home

Los Angeles:   The family of Bok Dal Kang and the Los Angeles Police Department (LAPD) Hollywood Division are asking for the public’s help to locate Kang.

On September 7, 2012 around 7:45 a.m., Mrs. Kang left her home in the 1900 block of Argyle Avenue in Hollywood and has not been seen since.  Kang is a Korean female who stands at 5'-04" and weighs about 130 lbs.  She has grayish brown hair and brown eyes with a light complexion.  She has age spots on her face and wears glasses. She also uses a walker.   Kang speaks primarily Korean and minimal English.  She suffers from Alzheimer's and Dementia.

Residential and Vehicle Burglaries Rising in Rampart’s East Hollywood Area Crimes May Be Related

Los Angeles:  The Los Angeles Police Department’s Rampart Division is experiencing a sharp increase in residential burglaries in its East Hollywood Area as shown in the attached map.

During the week of Aug. 26 to Sept. 1, 2012, Rampart’s East Hollywood Area reported 10 residential burglaries, of which at least five took place during the night when residents were home.  Of those five crimes, two occurred after the suspect removed a window screen or found an already open window where it was possible to simply reach in and remove valuables within arm’s reach.  During the other three crimes, the suspect actually entered residences and removed items as those inside slept.

Looking at all 10 burglaries, detectives believe it’s important to note that eight of the 10 crimes were initiated through an unsecured or open window.  Just before the above reporting period, another similar crime was reported on August 24.  In that instance, the suspect again reached into an open window in the same area and removed jewelry and a wallet from a desk next to the window.

It appears that at least the five reported nighttime burglaries may be related because of how the suspect reaches into open windows to steal nearby, reachable items and then fully enters the properties when no valuables are within arm’s reach.  At that point, detectives believe the suspect carefully selects items to take and then leaves from the same point of entry or a side door.  Targeted items to steal appear to be  small electronic devices, wallets and jewelry.

During the week indicated, a total of 18 property crimes have taken place in the above area. The breakdown is as follows: 10 residential burglaries (“BURG” on the attached chart), 2 stolen cars (“GTA” on the attached chart) and 6 burglaries from motor vehicles (“BTFV” on the attached chart).

Residents are reminded to secure their residences prior to leaving.  Windows should not only by closed but also locked.  Doors should also be fully secured by engaging all locks and deadbolts on every door.

West Traffic Division Detectives Investigate the Unfortunate Death of an 18-year-old Bicyclist

Los Angeles: On Friday, August 31, 2012, at 9:50 p.m., a fatal traffic collision occurred on De Neve Drive at Charles E. Young Drive North in Westwood. Jerico Culata, an 18-year-old resident of Los Angeles was riding his bike southbound on De Neve Drive when he ran off the roadway and collided with a cement wall. Mr. Culata was not wearing a bicycle safety helmet at the time of the collision and was one of more than 700 participants in the monthly Critical Mass Cycling Event. He was immediately transported to a nearby hospital where he was pronounced at 10:05 p.m. Members of the Los Angeles Police Department would like to strongly encourage the cycling community to wear a safety helmet whenever riding a bicycle. In addition, all cyclists under the age of 18, are required by law to wear a bicycle safety helmet. Detectives from West Traffic Division are conducting the investigation. 68-year-old Woman Struck and Killed by Hit & Run Driver

Los Angeles: Detectives are asking for the public’s help to locate and identify the driver of a mid-sized sports utility vehicle who struck and killed a woman walking across the street.
On Friday, August 31, 2012, at 5:35 a.m., a driver in a dark color medium sized sports utility vehicle travelling southbound on Western Avenue struck the victim who was walking westbound in the crosswalk from 85th street. The driver failed to stop to render aid or identify themselves as required by law.
The victim was immediately transported to a local hospital where she died within the hour of the collision. Her name has not been released pending notifications to her family.

Officer Involved Use of Force During a Traffic Stop in Foothill Area

Los Angeles:  The Los Angeles Police Department is investigating a Use of Force incident that occurred on August 21, 2012, around 11:15 a.m.

Two LAPD officers from Foothill Area had conducted a traffic stop near the intersection of Foothill Boulevard and Saluda Street for a cell phone violation.  They were subsequently involved in a Use of Force with the driver of the vehicle. 

Immediately after the Use of Force the involved officers reported it to a supervisor as required by Department policy and a Use of Force investigation was initiated.  The investigating supervisor canvassed the area and found a nearby business whose surveillance camera had captured the incident on videotape.

The driver involved was 34-year-old Michelle Jordan of Sunland.  During the stop Jordan got out of her car and during a confrontation with the officers was taken to the ground and handcuffed.  A short time later while still handcuffed another encounter occurred between Jordan and the officers and she was taken to the ground a second time.  She was arrested and booked for Penal Code Section 148, Interfering/Resisting Arrest, and later released on her own recognizance.

Based on the statement of the arrestee and the contents of the video a personnel complaint was initiated. Internal Affairs Group Investigators will be conducting a thorough investigation into the personnel complaint against the two officers.  Both officers are male Whites, one with 22 years of service the other a probationary officer with 10 months on the job.  They have been reassigned to non-field duties pending the outcome of the investigation.

"My initial review of the officers' statements and the recorded video cause me to have serious concerns about this Use of Force," said LAPD Chief Charlie Beck.  "We will investigate this thoroughly and hold our officers accountable for their actions."

Elderly Man Missing

Los Angeles:  The family of Chong Pal Won and the Los Angeles Police Department are asking for the public’s help in locating him after he walked away from his residence on Sunday and hasn’t been seen or heard from since.

On August 26, 2012, around 9 a.m., Won was last seen at his residence in the 3600 block of West 9th Street.  Won suffers from Alzheimer’s and his family is extremely concerned for his safety and well-being.

Won is an 88-year-old Korean man, with black hair, brown eyes, 5 feet 8 inches tall, and weighs 145 pounds.  He is believed to be wearing an off white Fedora style hat, off white jacket, khaki pants, and black shoes.   Won also walks with the assistance of a cane.  He only speaks Korean.

Missing Autistic Man

Los Angeles:  The family of Steven Collett and the Los Angeles Police Department are asking for the public’s help in locating him after he walked away from his school today and hasn’t been seen or heard from since.

On Tuesday, August 28, 2012, around 1:30 p.m., Steven Collett was last seen at his school at 8218 Vanalden Avenue.  He may have tried to walk to his residence in the 7800 block of Vanalden.  Steven is autistic and does not like crowds.  His family is extremely concerned for his safety and well-being.

Steven is a 20-year-old Caucasian man, with short dark brown hair, green eyes, 6 feet 1 inch tall, and weighs 240 pounds.  He is believed to be wearing a purple T-shirt, tan shorts, green shoes and carrying a purple back pack.

Chief of Police responds to Officer Involved Use of Force Incident in Foothill Area

Los Angeles:  On August 21, 2012, Los Angeles Police Officers assigned to Foothill Area conducted a traffic stop which resulted in a use of force incident.  The officers reported the incident to a supervisor  who conducted an investigation into the incident which included obtaining a video from a nearby business.  Based upon his investigation, the supervisor became concerned, informed his command and initiated a personnel complaint.

One week later, Chief of Police Charlie Beck became aware of the incident and after reviewing the video had significant concerns about the propriety of the use of force.  He immediately removed the officers from field duties and assigned one of the officers to home.  Additionally, the Chief directed that Internal Affairs Group initiate a criminal and administrative investigation.

The Chief has mandated that the video be played at all roll calls and that Commanding Officers attend and discuss use of force issues throughout the Department.

Chief Beck said, “I have serious concerns about this incident and I believe the Commanding Officer of Foothill Area was severely deficient in his response.  Proper steps were not taken, including appropriate notifications and the removal of the involved officers from the field.  Because of these issues, I have removed him from his command and initiated downgrade procedures.  Every Los Angeles Police Officer, regardless of rank, will be held accountable for their actions.”
